-no commonly defined mission, structure or planning effort

-solve common problems;
-solutions emerge from dealing constructively with difference;
-mutual benefit

Resource Sharing -exchange of information -some resources and rewards shared -some resources and rewards shared -shared risks, responsibilities, and rewards.
